Notice of decision by Alberta Environment re: HAZCO's (The Lamont Leader, Dec 6, 2005)


A notice of the decision by Alberta Environment in the matter of HAZCO's application to Alberta Environment for permission to construct and operate a sulphur facility two miles east of Bruderheim was posted by HAZCO in The Lamont Leader, Dec 6, 2005, p. 10:

NOTICE OF DECISION

HAZCO ENVIRONMENTAL SERVICES
ENVIRONMENTAL PROTECTION AND ENHANCEMENT
ACT

Hazco Environmental Services Ltd. ("Hazco"), a division of CCS Income Trust, has submitted an application to Alberta Environment for approval to construct and operate a Sulphur Forming and Pastille Storage Facility to be located at Section 35-055-20 W4M approximately 2.2 km east of Bruderheim, Alberta, just north of Highway 15 in Lament County. The proposed project includes facilities for sulphur forming and sulphur pastille storage. No other sulphur storage (i.e. sulphur block) is proposed for this site. Molten sulphur will be received at the site by rail tank car and truck. The sulphur will be stored in insulated, heated tanks before being pumped to the forming process. Hazco will use an environmentally friendly technology, provided by Sandvik Process Systems, to process the liquid sulphur into a formed product (i.e. pastilles) suitable for export. The product will be stored on engineered storage pads and loaded onto rail car unit trains for export offshore.

The Director responsible for the Environmental Protection and Enhancement Act has decided that pursuant to Section 44(l)(b)(i) the proposed activity requires further consideration under the Environmental Assessment Process. As a result, Hazco has prepared a Public Disclosure document describing the proposed activity.

Copies of the Public Disclosure document may be obtained by contacting Hazco Environmental Services by phone at (780) 895-2570, by fax at (780) 895-2084 and by email addressed to sholowach@hazco.com. A copy of the document may also be obtained from the Hazco website address www.hazcoenv.com. In addition, copies of all project related documents (i.e. applications, studies, etc.) are also available on the Hazco website.

Copies of the Public Disclosure document are available for viewing at the Regulatory Approvals Center, Main Floor, Oxbridge Place, 9820 - 106 Street, Edmonton, Alberta. Copies of the Public Disclosure document are also available for viewing at the Lamont County Office in Lamont, Alberta.

Persons who are directly affected by the proposed activity may submit a written statement of concern by January 16, 2006 to:

As usual, with this announcement of the Notice of Decision — required by law — HAZCO is not quite as forthcoming as it promises to be.  Here is an e-mail message to S. Holowach of HAZCO, sent 2005 12 10 in an attempt to obtain a copy of the public disclosure document promised by HAZCO in its Notice of Decision quoted above.

The Notice of Decision that HAZCO had published in the Dec. 6, 2005 issue of The Lamont Leader (p. 10) promises that I can obtain a copy of the disclosure document at <http://www.hazcoenv.com>. Contrary to the promise, the web page at that address provides neither a document with such a name nor a link to a document with such a name.

The Notice of Decision in the Dec. 6, 2005 issue of The Lamont Leader (p. 10) also provides instructions that a copy of the public disclosure document can be obtained by sending an e-mail to you.

Please be so good and provide me with a copy of the public disclosure document.

Sorry to have to bother you with this request. It would perhaps have been less troublesome and less time-consuming for us both if the document could be accessed online as HAZCO promised. I suggest that in future your web page addresses be more specific as to where documents they refer to can be accessed.

Still, in the meantime, please be so good and provide me with a copy of HAZCO's public disclosure document.
